Okay, so I just saw this in a picture of a manifestation in Saint Petersburg.
For anybody who cares, Ingria ([link]) is a historical region originally inhabited by Izhorians and Votes, two ancient Finnish ethnic peoples. Right now, thanks to USSR and Imperial mess-ups, the population of Ingrians is under 500.
I'm a blatant pan-Uralic and consider Ingria an Uralic land (yes, I do get that it makes no sense) so when I saw the Ingrian flag at the Pietari (St.Petersburg) demonstration my heart leaped with joy.
